The Christian Health Association of Lesotho (CHAL) is a voluntary Association of Christian churches providing not-for-profit health care services to Basotho. It was established in 1974, as an Association under the Society’s Act of the Kingdom of Lesotho. CHAL is made up of six member churches, Roman Catholic Church, Lesotho Evangelical Church, Bible Covenant, Assemblies of God, Seventh Day Adventist Church and Anglican Church in Lesotho, operating 8 hospitals with 4 Schools of Nursing and 71 health centers. CHAL provides 40% of the health care services to the population of Lesotho especially in the rural and peri-urban areas of the country. CHAL through the Secretariat, coordinates the activities of member Institutions and also facilitate collaboration with partners for support to the Institutions as implementing agents.


The Primary functions of this position is to safeguard donor funds by ensuring that CHAL/Jhpiego project has functional financial management, accounting and reporting system in place to manage a variety of funds. Particular focus will also be to ensure compliance and adherence to CHAL policies and procedures, Local and US Legislatures as appropriate


1. Maintenance of the Project’s books and Records

  • 1.1 Prepare and record all financial transactions in the books of accounts
  • 1.2 Process cashbook entries for all purchases or expenses in the Cashbook or Payment journals
  • 1.3 Process payments/receipts for inter-projects payments especially for petty cash expenses
  • 1.4 Maintain an updated debtor’s record monthly
  • 1.5 Maintain an updated Inventory and Assets register for the projects

2. Ensure Payment of Bills and Invoices

  • 2.1 Prepare payment of approved bills and invoices timely
  • 2.2 Prepare approved imprest request for the project
  • 2.3 Deliver payment vouchers and cheques for signing
  • 2.4 Compile monthly timesheets from the sites to facilitate preparation of the payroll
  • 2.5 Prepare payment of salaries for project staff on a monthly basis
  • 2.6 Prepare and submit to LRA PAYE for project staff monthly
  • 2.7 Collect and compile invoices for fuel and lubricants for approval before payment

3. Ensure timely payment of rent and utilities for project’s sites;

4. Administrative Activities

  • 4.1 Keep and maintain the payment vouchers, invoices and also financial information of the project
  • 4.2 Record and file all the correspondence of the project
  • 4.3 Participates in the project’s meetings and shall keep the minutes and any other agreements of the projects
  • 4.4 Compile monthly timesheets from the sites for submission to HR department for preparation of the payroll

5. Ensure proper and availability of the books and records the supporting documents for annual audit


  • Bcom Accounting or General Accounting with 3 years working experience, preferably 2 years’ knowledge and experience in USG contractual requirement and regulations; planning and organising
  • Excellent time management
  • Proven ability to work as a team member with limited supervision and deadline driven
  • Good communication skills written and verbal skills
  • Proficiency in Microsoft office including Excel and also Pastel Accounting software

KHANYA project aims to scale up VMMC services in Lesotho through CHAL health facilities. The purpose of this project is to provide direct service delivery to support high quality, high volume VMMC and related services in the five lowlands districts of Lesotho. Working at fixed and outreach, reach 80% coverage of the target population in order to prevent new HIV infections.

Roles and Responsibilities

The Demand Creation Officer will be responsible for development, co-ordination and management of a diverse and vibrant demand creation and social mobilization team in five districts of Lesotho, namely: Maseru, Mafeteng, Mohales’s Hoek, Berea and Leribe. Demand creation Officer will report to Senior Program Coordinator.

Primary responsibilities include, but are not limited to the following:

  • • Analysis of existing Demand Creation activities, with mapping of processes and existing gaps
  • • Development of a vibrant, responsive and dynamic Demand Creation strategies
  • • Management of VCAs in 5 districts
  • • Oversee the implementation of the Demand Creation strategies at all levels
  • • Work closely with Advocacy and Communications Officer for CHAL and Jhpiego
  • • Guide strategic planning, design and implementation of the Demand Creation in 5 districts of Lesotho
  • • Liaises closely with M&E team to ensure alignment of Demand Creation activities towards meeting targets
  • • Consolidates and provides inputs for weekly monthly and quarterly reports to Project Coordinator
  • • Develop and implement campaigns, advocacy, and promotion of VMMC for key population members to all levels and segments of the population
  • • Identify behavior change gaps and work closely with partners to develop and disseminate appropriate messages through suitable channel.
  • • Facilitate and support the integration of key populations perspectives and challenges in various technical areas by providing direct technical support to VCAs
  • • When necessary, attend and/or represent the Project at meetings with the Donors

Minimum Qualifications:

Required Experience & Qualifications

  • • Degree in Communications/Public Relations/ Media Studies or related qualification.
  • • At least six years of relevant experience working on social behavior change communication, demand creation, marketing and / or community development.
  • • Excellent analytical and organizational skills

Desired Experience & Qualifications

  • • At least three years of successful experience working in the Health Sector of Lesotho.
  • • Ability and willingness to travel to Travel


Seven (7) months fixed term contract
