Short-Term Technical Assistance (STTA)
Saving Lives and Livelihoods (SLL) Project under CHAL
Duration: September 2025 – December 2025 (4 months)
Location: Maseru, Lesotho
Reports to: Deputy Executive Director and Head of Programs
1. Background
The Christian Health Association of Lesotho (CHAL) is a network of faith-based health institutions delivering quality health care services throughout the country, particularly in underserved areas. CHAL was established in 1974 and provides about 40% of the health care service provision in Lesotho. CHAL is currently implementing the Saving Lives and Livelihoods (SLL) Project, funded by the Mastercard Foundation through the Africa Centres for Disease Control and Prevention (Africa CDC). The project aims to strengthen health systems, promote vaccination uptake, and enhance pandemic preparedness and response capacity in Africa.
To ensure effective and timely implementation of project activities and to build sustainable systems, CHAL seeks to engage a Short-Term Technical Assistant (STTA) for a period of five (5) months from August to December 2025. The STTA will support project management, high-level monitoring and evaluation (M&E) and reporting, development of a streamlined data collection system, and serve as a liaison with the Ministry of Health (MOH) for alignment and collaboration.
2. Objectives of the Assignment
The primary objective of the STTA is to provide strategic and operational support in:
- Strengthening project management and coordination of the SLL project.
- Designing and implementing a high-level monitoring and evaluation framework.
- Developing and operationalizing a simple and effective data collection and reporting system.
- Facilitating strong collaboration and alignment with the Ministry of Health (MOH).
3. Scope of Work and Responsibilities
The STTA will be responsible for the following key tasks:
A. Project Management
- Support CHAL in day-to-day project coordination and implementation of SLL activities.
- Review and enhance project implementation plans and timelines.
- Support and ensure budget tracking, workplan execution, and milestone monitoring.
- Prepare and support internal and donor project reports (weekly, monthly, quarterly and close out reports).
- Participate in technical working groups, stakeholder meetings, and coordination forums.
B. Monitoring and Evaluation (M&E)
- Review and strengthen the current M&E framework to align with SLL goals and indicators.
- Develop tools for performance measurement, data quality assurance, and learning.
- Support creation of dashboards and performance tracking systems.
- Build capacity of CHAL and facility staff on data analysis and use for decision-making.
- Conduct regular monitoring reviews and contribute to evaluation planning.
C. Development of a Data Collection System
- Design a simple, scalable data collection and reporting system linking health facilities to CHAL headquarters.
- Create standard operating procedures (SOPs), data flow diagrams, and reporting templates.
- Train facility-level staff in the use of the new system for effective reporting and compliance.
- Support implementation, testing, and troubleshooting of the system during rollout.
D. Liaison with the Ministry of Health (MOH)
- Serve as the focal point for CHAL’s engagement with MOH on matters related to the SLL project.
- Ensure alignment of CHAL project activities with national health priorities and strategies.
- Participate in MOH-led coordination and technical meetings.
- Share project data, progress, and lessons learned with MOH stakeholders.
- Facilitate collaboration for data sharing, joint reporting, and capacity building.

5. Duration and Level of Effort
The consultancy will run for 4 months, from September to December 31, 2025, based at CHAL Headquarters in Maseru, with expected field travel and regular engagement with the Ministry of Health and partner institutions (Africa Christian Health Platform (ACHAP), AMREF, Africa CDC, Lesotho Red Cross and AKROS).
6. Required Qualifications and Experience
6.1 Qualifications
- Master’s Degree in Public Health, Health Informatics, Monitoring and Evaluation, Project Management, Economics, Statistics or a related field plus at least 8 years of experience in managing health sector projects, preferably in sub-Saharan Africa 5 of which at senior position OR
- BA Degree Economics, Statistics, Health Informatics, Monitoring & Evaluation, Project Management or a related field plus at least 13 years of experience in managing health sector projects, preferably in sub-Saharan Africa, 5 of which at senior position.
6.2 Experience
- Demonstrated experience in M&E design and data systems development in health programs.
- Strong experience engaging with Lesotho Ministries of Health (MOH) and public health institutions, including CHAL.
- Knowledge of national health information systems, especially DHIS2, and health sector coordination in Lesotho is an advantage.
- Excellent communication, facilitation, and analytical skills.
- Proficiency in Microsoft Office, data visualization tools, and basic databases.
7. Reporting and Supervision
The STTA will report to the CHAL Deputy Executive Director and Head of Programs and work closely with the M&E team and SLL focal person. The STTA will also coordinate directly with relevant officials at the Ministry of Health (MOH).
8. Logistics and Support
CHAL will provide office space, access to project documentation, and logistical support for field work and MOH engagement. Remuneration will be based on qualifications and experience.
